2-D Barcode Standards Revision Process

PROCESS

The FTA, NACTP, and other interested organizations annually sponsor a series of open-participation conference calls to: (1) discuss the experience of the tax agencies, software industry and other market participants in 2-D barcoding implementation, (2) raise continuing or new 2-D issues, and (3) document proposed solutions and changes to the current version of the 2-D Standards and the 2-D Guidance document.

2-D STANDARDS REVISIONS

The revision process for 2011 is complete. Notice will be provided via FTA and NACTP listserves of the date and time of the calls in Spring 2012, along with call-in information.

BACKGROUND

Revenue agencies and software developers have a mutual interest in ensuring that 2-D barcode technology used for tax return generation and processing is implemented (1) in as consistent a manner across tax authorities as possible, and (2) with the greatest degree of "fit" with current tax administration and business processing streams.

In 1999 FTA and NACTP and other parties explored business and technical issues surrounding use of 2-D symbology, and created standards for 2-D use. It was agreed by all that observance of such standard methods and practices by tax agencies, and by private sector companies wishing to provide 2-D based products and services, will benefit everyone in the marketplace.

The focus of government to date has been on implementing 2-D for personal income tax, and that has been the major area of discussion to date. Other tax areas are emerging as 2-D opportunities and additional discussions relative to these are now part of our standards and guidance maintenance process, and are ongoing.
