JAMES R. EADS, JR.
NAMED NEW FTA EXECUTIVE DIRECTOR

(Washington, D.C., AUGUST 14, 2008). The Federation of Tax Administrators (FTA) has named a new Executive Director. He is James R. Eads, Jr., formerly Public Affairs Director for Ryan, a state tax consulting firm. Eads will head the Federation’s office in Washington, D.C. FTA provides research and information exchange, training, intergovernmental and interstate coordination services to state tax authorities and administrators in each of the 50 states, plus the District of Columbia, New York City and Puerto Rico. The Federation also represents the interests of its member tax administrators before federal policymakers.

Linda Tanton, Deputy Comptroller for the State of Maryland and President of the FTA Board of Trustees, announced the appointment and said: “The Board of Trustees and I are pleased to welcome Jim Eads to the leadership of the FTA staff. He has had a long career in state taxation and we are certain that he will use his experience to further FTA’s goals of professionalism, responsiveness and value to our membership.”

Eads’ experience includes service as Chief Counsel for the Arkansas Department of Finance & Administration Revenue Division and as state tax counsel for Sears and for AT&T Corp. In addition to his service with Ryan, he also worked for Ernst & Young and the Internal Revenue Service.

Eads replaces Harley Duncan, who resigned after 20 years with the FTA to take a position with KPMG. Eads will begin his new post on Sept. 8.
