IOWA DEPARTMENT OF REVENUE WINS
FTA AWARD FOR RESEARCH & ANALYSIS

  (Washington, D.C., April 4, 2008) The Federation of Tax Administrators announced today that the Iowa Department of Revenue is winner of the 2008 FTA Award for Outstanding Research and Analysis in State Tax Administration. 

  Presentation of the award will take place during the FTA Annual Meeting, June 8-11 in Philadelphia, Pennsylvania.  The winner has also been invited to make a presentation at the FTA Conference on Revenue Estimation and Tax Research, September 14-17 in Portland, Maine.

  The Iowa Department of Revenue was recognized for its Tax Credit Tracking and Analysis Program. The Program, created in 2005, provides revenue estimators with better information on how tax credits affect the state budget, and improve accountabilty needed by legislators and other policymakers. The Program has issued several key reports that documented the various tax credits that has lead to several legislative changes.

  Judges noted that the Iowa Program was well thought-out, used innovative data analysis and technology, and worked across several different state agencies. With tax credits becoming a growing policy tool among the states, the Program provides a framework for objective analysis of these tax credits and could easily be adopted in other states.

  The entries were judged by an independent panel consisting of Kim Bloomquist, IRS Research Division; Marcia Howard, Federal Funds Information for States; and Kim Rueben, Urban Institute.

  The Federation of Tax Administrators is a nonprofit organization composed of the tax and revenue departments of the 50 states, the District of Columbia, New York City and Puerto Rico.  Its mission is to improve the standards and methods of tax administration.
