Capital gains most affect total revenue picture of states with:
- Heavy PIT reliance
- Taxpayers with lots of capital gains (investors)
- Progressive tax structures
Looking at the first two only,
- Highest risk: CO, OR, NY, CT, CA
- Lowest risk: states with no PIT, plus ND, WV, MS, AR, SC
