III Public Comment

A number of the representatives of the wireless companies had questions regarding the history of this project and whether the database format developed by this task force would be required for use by wireless companies. Both Terry Garber (SC) and Gerald Johnson (FL) responded to these questions. Mr. Johnson informed the companies that current FL law allows the companies to use FL geocodes for tax purposes. Individual states will decide whether to provide the wireless companies with an electronic database using the format approved by the task force.

IV. Approval of Minutes of Teleconference of September 28

The minutes of the September 28 teleconference were approved unanimously.

V. Changes to Transactions Set and Discussion

Addition of name segments: The name of the sending party and the name of the receiving party were added to document the inquiry in case of a dispute.

Looping structure: A looping sequence was added in order to facilitate multiple inquiries from a wireless company. LX identifies the line nunber so that each address is separated. NX2 was added so that each segment contains code identifier and code name.

Other: PDA segment contains FIPS Code of geographic identifier and now contains fields for latitude and longitude. The TA segment allows for multiple Special Taxing Districts. {Note: A representative of a wireless company raised the question regarding whether the Special Taxing Districts actually impose sales/use taxes or telecommunications taxes. The question was answered affirmatively.}

VI. Special District Designation

The group discussed methods of including Special Tax Districts (STD) in the Transaction Set. Washington State reported that there was some difficulty in identifying the boundaries of Transit Districts. One possible solution that was discussed was using the Vertex designation for STD because, although the codes are proprietary, they have already been sanctioned for use by X12. However, at the time of this meeting, Vertex had not responded to either Terry Garber or Jonathan Lyon regarding the method by which their codes were constructed or the degree of accuracy. Another possible method brought forward was using Census Bureau definitions.

{Ed. Note: on November 15, Jonathan Lyon and Elliott Dubin met with Census Bureau staff from the Governments Division and the Geography Division at the Bureau's Suitland, MD location. The Census staff reported that they also did not have accurate records regarding the boundaries of STDs. They (Census staff) did make several suggestions regarding the Task Force's Transaction Set; e.g., adding fields for Minor Civil Divisions (MCD) of counties, American Indian/Alaskan Native Area/Hawaiian Home Lands, and Barrios, Subbarrios, and Municipios in Puerto Rico. Jonathan and Elliott will revise the Transaction Set to include these governmental units and try to get Census staff comments on the revisions.}

The representative from Taxware stated that they hoped that their STD codes will become X12 certified.

VII. Time Line

The Transaction Set will be presented to the X12 Technical Committee meeting (Technical Assessment Group) in San Diego in early December. If the Transactions Set is approved by Technical Assessment it will be forwarded for consideration at the next meeting of ANSI X12 in Seattle in February. Any necessary corrections will be made there. If the Transaction Set then meets approval, it will be put on the ballot for an X12 vote.

If everything goes well, the Transactions Set will be approved by X12 in June 2002.

VIII. Future Meetings

{Ed. Note: There was a meeting scheduled for Nov. 15, but no notices were sent, I apologize. I suggest the next meeting should be after the X12 Technical Committee meeting in December. Please send me desired dates.}
